really depends on how the administrators set the permissions on the print queue. If you are not a print queue administrator (and I hope you are not or you would know the answer to this question), then you may not have the permissions to remove a print job from other users from the print queue. You can call your system administrator and ask them to clear the queue out, or have them go fix the problem with the printer that caused the log jam in the first place.
