"How are you?" question and cirstance. Please answer.?

You know if someone asks you how you're doing and then you reply and then you say "and how are you doing?" they are pleasantly surprised and their eyes light up. Why is this? I'm mainly talking about women too, cuz guys could care less. It's not a big deal to reflect back the question but they make like it is.
