Pokemon EV training: Is it more effective to put EVs into HP or a Defense stat?

When I played pokemon.. I think it was saphire? I had a lvl 100 Aagron that had a defense of about 320 some but got killed real fast because it had a low hp and special defense.. So I would probably try and balance it out..
