What is the difference between a car power window motor and a regulator?

i have a 1991 buick lesabre and the window rolls up real slow. it takes about 10 minutes to get it up when it's all the way down. i have to push on,wait a little while and push on again and so on. what is the difference between the window motor and the window regulator
